- to get other starter pokémon you could try Game Conner (if able) that way people may sell, trade good pokemons that are hard to get (make pokemons expensive at game coner to ppl will work hard for them)

There is no Elite four. Gym leaders will be as powerful as is seen fit.

Ask somebody else, this is not the place for requests such as this. Many other members of the forum will be willing to make you the sprite (Although, animations I'm not sure about)

Effort Values (EVs) will not be implemented.

What?

Of course rotom will be able to change appearance. But whether you'll be able to catch it due to its rare-status or not is yet to be discussed. It might become an 'event' pokemon because it is so unique.

There is no Elite four. Gym leaders will be as powerful as is seen fit.

Actually the 'Brutal 5' are the strongest NPC's in Miryus. You guys should read the storyline.

Oh okay sorry about that, I just didnt want to do lots of post anyway, but just saying without EV's pokemons wont be able to reach 300-400 stats but nvm I'll stick to it and the Rotom changeable I ment this  V

Yes he does change because type because I have the game in my hands, thats why karman said its a unique pokemon ^_^ and I think we both understand why because electricity cannot learn Leaf Storm, thats why they made diferent types of Rotoms you should check it out one more time (Pokemon Platinum Version)
