I actually find this statement to be EXTREMETLY prick-ish.

Gold, you have a point, but it's not necessarily pertinet to this subject. We're talking about natural forces; Not technology...
Liquid Nitrogen is a far cry from an Icy Wind. As such, a Flamethrower is vastly different than a simple flame ember. This carries on to a Fire Punch or an Icy Punch.
But that's not really the point. The power of the Element comes from within the Pokemon, not from without.
While it -is- possible to freeze something that has just been set on fire, and the other way around. It still isn't all that logical, or reasonable, to think that a pokemon, can jump from one extreme to the extreme opposite... You'd think that they couldn't flip between said extremes without at least a decent time to concentrate, recover and then act.
I'm not trying to argue for argument's sake... I just think that it would make more sense to have to choose which way you'd go with your Fighting Pokemon... To specialize in Fire punches, and thus deal more damage with them and not be able to use Icy Punch... Or the other way around.
It would also add more variety to the game, and more strategy... Sure, in the cartridge games you can decide which moves to keep... But you should also be able to choose which way to specialize your Fighter to work with the above idea... Or that should already be decided when you catch them.... They could have an... Affinity for either Fire... Thunder... Ice... Etc.
I'm not too worried either way... I'm not a big fan of Fighter Pokemon personally... I just figured I'd offer my Two Cents' worth. (Or Pence if you prefer.) Perhaps if nothing else I can spark an idea that works for the PU team even if it's something to counter my idea.

In answer to your question / idea, as far as I can see it will not be implemented as it is up to the balancing team to deal with movesets.
And you can all see what Level5Pidgey's remarks were.

I would say no because the stones are for evolving certain pokemons the elemental punches are learn through out TM's and some natural and besides Flareon with Fire Punch? Volteon with Thunder Punch? you did say when you use the stone they will learn the move... its not possible and some players like me will like to keep the Moves, natural abilities normal =\
