Gym Leaders and their pokemon levels

Ok, I was wondering, since the game will not be linear, how are you, designers are going to cope with the gym leaders, concerning their pokemon level.

If the game is non linear, that means that each gym leader will have to be as strong as any other gym leader.

Or, you'll perhaps make the system as being: the gym leaders will have increasing levels, yes, but according to the number of badges you already have.

The latter then triggers a question. If a gym leader becomes stronger, (s)he will have to have more pokemon (not necessarily though), higher level pokemon with perhaps different movesets, perhaps evolved pokemon too.

Therefore, there might be one 'easier' gym leader than any other to start with, or a gym leader who is much tougher than the rest at a given level and is best to challenge earlier, with weaker teams.

Gym leaders will have "fixed" level Pokémon.

With non-linear we mean the world is open so you can go everywhere, even when you just started. Even when everything is open it might not be wise to enter each cave without being prepared, because the begin of the cave might inhabit low level Pokemon but the deeper you go the higher level they get. The same goes for grass.

Oh, okay, you answered more than I expected :D

That means that you are free to go anywhere, but it's up to you to go for the tough regions or follow a path with increasing difficulty...

Yes, but unlike the original games you'll have to find this "path" yourself (there's more then one way which leads to Rome)
