Here's my idea:
There should be an event for Feebas. However, the event would be rather difficult to do. There should also be a place to catch Feebas, maybe a lake in a cave or somewhere. In this place, there is a small chance of catching it. Maybe 1 in 100-200. For those who want to try and catch it, they can. However, if you want to wait for the event, that is also an option.

I agree with Mr. Pokemon.
Feebas should be rare, but not impossible to get.
I'm back! But guess what: You didn't care, because I'm a nobody!

Who needs a signature? It just takes up too much room. Those friggin huge images and massive amounts of text confuse me as to whether the signature is the actual post or not.

3-4 water tiles, changing daily is just too rare, feebas or even milotic just shouldn't be that rare, just because some people want it doesn't mean it should be made rare on purpose. And also just because it's rare in the console games doesn't mean it should be rare in P.U.
