Explanation of Set
The idea of this set is to switch in on a resisted move from a Pokemon who likely can't hit you hard, and then punish their switch/staying in with a ridiculously strong special move. This lets your Empoleon serve as a pivot, as it should hit the enemy Pokemon very hard, allowing you to hopefully finish them off with another switch in.
Surf vs. Scald is a choice here. For maximum pain, take Surf - but if you can burn their Physical Attacker, Empoleon will only be able to switch in more.

Explanation of Set
This set functions somewhat like the previous one - but instead of just whacking your opponent silly, this one takes hits less well, but with Agility, can become a fearsome sweeper. 168 Speed EVs allows you to outspeed maximum base 130s with Agility, and from there it's go time.
