Explanation of Set
This guy can take hits. Just switch in on a weak/resisted hit - and then set up Reflect as the opponent sends in a Physical Attacker to get around your special bulk.
Grass and Electric moves still hit somewhat hard, but Blastoise is decently bulky.
Once you have your Reflect up, you can deal damage, Toxic the opponent, or phase them, depending on what options you took.
