Explanation of Set
The main thing Raichu has is a movepool that extends to ridiculous places. This Raichu has great coverage - specifically the Bolt Beam combo that hits nearly every Pokemon in the game for neutral damage, while it has Grass Knot for heavy Ground Pokemon.
Discharge can be used over Thunderbolt if you want the chance to paralyze.
The final slot can be used in many ways - Focus Blast gives Raichu even more super-effective coverage for Expert Belt - while Nasty Plot can be used to boost up and possibly even sweep.
