Return and Sucker Punch are your main moves here. With a silk scarf and STAB on either of them, Delcatty can do some serious damage. Thunder wave is really good for paralysing ground types with Normalize. Wish is to get some recovery or Copycat if you want to steal some kind statusy move. Also, don't use it to take a physical move unless is stronger than Return, that's just a waste.
