To do the quest, each player must have pokemons with levels no less than the specified :D
So for the first type: all pokemon must be between level 40-65
Second: all pokemon must be 60 above XD

I have a suggestion for the 8th room.
Did you play any of Diamond, Pearl or Platinum?
The 8th gym has quite a tricky puzzle. I really liked it and it is challenging. To 60% people I know who played the game, they had much difficulty to solve the puzzle. However, they were a tad young, so...
What about further narrowing the pokemon levels?
eg:
1st: Player's Pokemon lvl maximum is 55, minimum is 40
Levels of opponent trainer's pokemon is between 40-45.
While the gate keeper will have lvl 45-50 pokemons.
Legendaries will be at level 55-60.
2nd: Player's Pokemon lvl maximum is 75, minimum is 60
Levels of opponent trainer's pokemon is between 60-65.
Gate keepers will have lvl 65-70 pokemons.
Legendaries will be at level 75-80.
This way, it is more like a challenge for the 'small opponents' and the guardians will have practically the same level as you. Plus it would be good that your team is healed after each 'trial' (before entering the 8 paths, before beating the guardians, etc). The items you cited will then be placed in the various areas of the mission, some easy to get, others not so easy, with a maximum number of 5 of them. They'll be surely using them quite a lot since the opponents are quite close to your pokemon's level.
