Nope, you can't catch them If I'm not mistaken.
But you can pick any kind of starter you want in the beginning.

If you want more starters, I suggest breeding your own and trade them for other starters.

Really? I'm pretty sure I remember the other devs saying that you can catch every pokemon, including any of the starters (except for the legendaries, of course). Maybe I'm just imagining it though.
