Intro:
Arcanine is a large, quadruped, canine Pokémon. Most of his fur is orange, with black stripes on his paws and back. The hairs on his head, around his mouth, on his belly and on his tail are longer and cream-colored. The same goes for hair behind the ankles of his front paws and around the ankles of his back paws. His paws eacht have three toes. His nose looks like a rounded triangle, he has two sharp, pointy teeth, a pink tongue and pointy ears. There have been sightings of yellow Arcanine. This was the result of damaged genetic code in early foetal stages which resulted in a less warmer, yellow, color.
Arcanine is a proud and majestic Pokémon that is wel known for it’s beauty and speed. Records showed that this Pokémon is able to run 10.000 kilometers in one day. There was a time when people were not sure whether he ran or flew. Animal friendly, scientific experiments showed that this Pokémon is not able to fly. Due to their majestic appearance, people once thought that Arcanine was one of the Legendary Pokémon, close to Articuno, Moltres and Zapdos.

Diet:
Arcanine originate from carnivorous ancestors. Over the centuries, living closely to men adapted their eating pattern and turned them from carnivorous into omnivorous. Trainers should keep in mind that Arcanince are large Pokémon and that not feeding them meat will result in having to feed them much more non-meat food. Arcanine in the wild live on a calorie-rich diet of mostly meat. It is very important that Arcanine get a high calorie intake, because they burn a lot of calories. Scientists used to think that they liked Rawst berries best, since Arcanine are often encountered with these berries. Research showed that these berries are not for the Arcanine himself, but to help other Pokémon.

Habitat:
Docile Arcanine are often found near humans, in cities and villages. Wild Arcanine are smetimes found on the prairies and in active volcanoes. There have also been sightings of Arcanince near roads with families.

Biology:
Wild and domesticated Arcanine are physically the same, but differ in behavioral patterns. The most important physical aspect of Arcanine is the flame in its body where his powers come from. It is believed that their orange fur resembles this flame. Their move types are mostly fire and normal, though other types have also been seen. The signature move of Arcanine is Extremespeed.
Arcanine that evolved from Growlithe in the wild are often very fond of their freedom. They move from human-made structures such as buildings and roads to the prairie, where they can roam freely. The openness of the prairie helps them getting their Extremespeed under control and getting enough oxygen to the flame inside their body. Trainers with Arcanine do no need to worry about this, since all current Pokéballs have special integrated systems that make sure Arcanince gets enough oxygen. When breeding season starts, Arcanine migrate to active volcanoes. The heat helps the female Arcanine to create another flame in her body that will manifest in a Growlithe. Wild Arcanine sometimes go back to roads and buildings to check up on their former packs and to raise their Growlithe in a more safe environment.
Domesticated Arcanine seem to behave different from wild Arcanine. Domesticated Arcanine often resemble the characteristics of domesticated Growlithes, being very friendly, loyal and protective. They make great pets and police dogs and are very useful due to their ability of Extremespeed. This especially goes for Arcanine that evolved from Growlithe by their trainer.

Pokemon League Commission notes:
Arcanine is a qualified as a Class B Pokémon under the Pokemon League Commission notes. It is a rare Pokémon, and even more rare in the wild, since Growlithe must have found a Fire Stone to evolve into Arcanine. There are only few Arcanine in the wild, so Arcanine may only be caught in limited quantities. Catching Arcanine in active volvanoes, which interrupts with their breeding, is strictly forbidden and will result in severe financial punishment and several years in jail.

Another nice entry from you :) there are some things that could be better:
The first and last paragraph of the Biology (about the behavior of domisticated and wild arcanine) basically say the same thing. Could you try to merge these parts and remove any double information?
The PLC class is F since it can only evolve with a fire stone ;)

Arcanine is a qualified as a Class F Pokémon under the Pokemon League Commission notes. Growlithe can only evolve using a fire stone, so wild Arcanine are almost non-existant.
