You might as well evolve Pika into Rai, since the light ball won't go to BW
Even if one person steales waht you deserve, your reward will be even better than the last if you head down the right path.

With those Pokemon which evolve with evolution stone I don´t evolve em till the last attack they get.
But all others I evolve immedatly but with exceptions (like kabuto, archen...)

I usually push back evolution in most pokemon just incase I am missing moves but in some cases where it takes extra to evolve em I just say screw it. for example I always grab a kadabra for my psychic always been a fan of his its a pain trading him to evolve and I have become partial to him since I have used him since way back in red/blue
Why waste time wishing when you could be using that time to fight and turn your dreams to reality.

I let my Pokemon evolve only after he knows all the strong moves available for him before evolve.

I always let my pokemon evolve, the stat boost is worth more than the new moves (which you will eventually get anyway)

I always let my pokemon evolve. The only time i don't is when it will learn a great move that it won't be able to learn after evolutuion

No because in a lot of the games heart scales are hard to come buy so specific moves that can only be leanrn't by not evolving the pokemon to a specific lvl may not be learnable because of lack of heart scales.
