Gym Leaders?

I'm not sure if this has already been asked/posted, but I got this idea from a Role-Play I once participated in another forum.

As there are Trainers, shouldn't there be Gym Leaders? And I mean like, people ACTUALLY being Gym Leaders.... Not just COMP people. O:

I know there are several problems with this, but I think it would be much more fun to have people actually battling the players along their journey.

CONS;
- Time. Leaders won't be on 24/7 for all the players.
- Boredom? Not being able to do anything else.
- Being lazy, not going 100% to beat the players all the time

Etc. etc. Yeah.
