Title: What if strong/notorious trainers had control over certain species?

Let's say, what if, for example, Lotad were extremely rare in the wil due to pollution of lake water. So, a few strong and recognizable trainers had control of their own "herd" in their back yards, and then other players had to perform a certain task that the strong trainer gave them?
