Pokemon #384, Rayquaza, Dragon/Flying type, Sky High Pokémon

Intro: Rayquaza is known as the Legendary queller of storms, Guardian of the Natural Balance, and Master of the Weather Trio.
Rayquaza's appearance is that of a huge, green, flying snake. Its huge green body is decorated with yellow oval shapes, connected by a yellow line. It has four broad ring-segments that appear to cover the underlying body. Two of these segments have four red-lined fins. The tail segment has three smaller red-lined segments. The top segment is decorated with a black Y-shape, and holds Rayquaza's arms and two red-lined fins on its back. The arms have relatively small hands, with three claws each. Rayquaza's neck has two large green blade-like protrusions pointing backwards on top, and two smaller ones below the head. Rayquaza's head is shaped like a snake, it appears to have no teeth, and its eyes are completely black with two yellow circles indicating the pupils.

Habitat: Rayquaza is known to spend most of its time flying in the upper regions of the atmosphere and in the ozone layer. It sometimes rests on the Sky Pillar in Hoenn. A Rayquaza is also known to reside in a certain unnamed lake. Whether this is the same Rayquaza or that more copies exist is unknown.

Diet: When Rayquaza flies high in the atmosphere, it appears to sustain itself solely with water droplets and other particles in the air. Rayquaza has been known to attempt to eat a trespassing monkey, although it was unsuccessful. It is not known if this was a unique event or that Rayquaza eats other living things regularly.

Biology: Rayquaza is an exceptionally powerful pokemon whose very presence nullifies the effects of the weather. It is thought that Rayquaza can exert a pressure that drives away clouds, wind, rain, snow and fog. It can also use this pressure to attract clouds, that block the sunlight in order to lessen its strength.
Rayquaza has a very aggressive nature towards any perceived invaders trespassing into its territory. There have been problems with the space program, where Rayquaza would attack a space shuttle passing through the atmosphere as Rayquaza was passing by. To prevent this from happening again, technology was developed that allows the tracking of Rayquaza in the uppermost layers of the atmosphere.
Although it is naturally aggressive, Rayquaza also knows it is its job to balance the forces of nature. While it usually stays in the upper atmosphere to prevent its powers from disrupting with local weather, it will come down to earth when a weather-calamity befalls a region. Most noticeably, the recent awakening of Groudon and Kyogre caused the weather to fall into complete chaos. When this happened, Rayquaza descended onto the Sky Pillar, awaiting the legendary hero that could best guide his powers to stop the clash of the Sun and Rain pokemon.
As a dragon pokemon, Rayquaza has access to a huge multitude of elemental and physical attacks. Rayquaza can use Fire, Water, Electric, Grass, Ice, Dragon, Ground, Rock, Ghost, Flying, and even certain Fighting and Steel type moves. Combined with a plethora of moves that allow it to increase its own already tremendous power, preparing for battle with Rayquaza is practically impossible, as a single Dragon Dance or Swords Dance will render all defences useless.
Rayquaza has been hypothesized to have the longest lifespan of all pokemon. With an estimated current lifetime of hundreds of millions of years.

Pokemon League Commission notes:
Class A: Since the sheer presence of Rayquaza will disrupt local weather, the PLC has forbidden the catching and use of Rayquaza under normal circumstances.
In case of a natural disaster regarding hurricanes, a single chosen trainer may temporarily use Rayquaza to avert disaster, only to release him afterwards.
