So far I've seen the following happen:

1. Submitting a change without tiles selected
When you submit a change to the map, you will only send the tiles that you have selected using the "Select" tool. Don't forget to do this or we will not receive your changes.

2. Using the editor to make a new map from scratch
When you log in to the editor you only see water. This is because it is the most top-left part of the map. When you scroll to the middle you will find our first island.
The whole PU map gets loaded into the editor so you can make changes to it.

What is maximum amount of squares we should submit at a time?

I noticed there are some tiles that I cannot find in the available to use tiles is there team mapper only tiles? (reffering to sand/shore tiles)

When I send in suggestions about the map will I receive notification if my suggestions are acceptable and going to be utilized?

I've noticed black spots under mountain ledges and water over grass ledges, should I send in corrections for anything I find that does not seem visually correct?
It's time, you know the time, the time for the thing.

About 15x15 tiles. If you have a change which is bigger you can submit it in parts

As far as I know all tiles should be available. I'll check this.

lol so now all the debugging i did wasn't sent cause I didn't know about the selected tiles being the only ones getting sent. though that makes since seeing as how you couldn't go over EVERY inch of the island every time someones sends a change. i feel stupid now, cause I shoulda saw that.
