If you asked me for best water before 5th gen i would've said milotic because it's pretty powerful knowing ice moves too but also because it was SO hard to get. Now however, you can get milotic by trading a feebas with a prism scale whch makes it so much easier to get, so now it sucks.

From 5th gen i would say best water is seismitoad.
From other gens I would go with wailord coz his defense ad health is awesome.

For electric though its's no doubt, all gens, ELECTRIVIRE!!!

Also have you thought of Eelektross? That's both in one and a lot better than Lanturn who I loved before 5th gen.

Elektross is pure electric, its just based off of an electric eel. Thought you should know codker.
I feel that when it comes to pokemon (most things in fact), "best" is a fairly subjective term, it depends on how you use them really.

It's not that hard to get Milotic if you have 3rd generation. :)

Not really my type for truth.. I'm just a fan for Water types. =/

Water:
Offensive: I like Feraligatr tbh, Gyara is also scary.
Defensive: Slowbro (Amazing counter to Machamp and Conkeldurr).
Supportive: Alomomola is an absolute beast. Vaporeon is awesome too.

Electric:
Offensive: Jolteon or Electivire
Defensive: Wash, Heat or Fan Rotom.
Supportive: Magnezone for Steel Trapping, Lanturn for Heal Bell (Gen IV), Electrode for leading, Raichu for just about anything.
