The eyes still seem a bit off to me; or maybe it's the shape of it's forehead.
Umbreon always gave me the impression of a quizzical, forlorn expression. This one seems really pissed off about something. I usually stick to spriting within terms of the game sprites, so take this with a grain of salt: Maybe if you elongate his nose/mouth area a bit, slope the forehead some more, and adjust the eyes so they look more like almonds.
EDIT: Yeah, don't get me wrong. It's really good and I like it.
I'm still learning to free hand pixel myself and my attempts aren't even close. I was just offering up my two cents in constructive form, for what it's worth.
