Well, there's a huge difference between an NPC who says exactly the same thing every time you talk to him, and an NPC who has about 40 lines of dialogue depending on how much of the quest you've completed.
The first is gonna be under 10 lines long. The latter is currently about 140, and may grow at a later date.
