Special Pokemon

I'm just curious as to whether there's going to be certain time restrictions to countries for pokemon like Espeon, Umbreon, etc., or pokemon that must be caught during certain times, like (It's obvious I was going to ask) Rotom for instance. Will it be during the players timezone, or a universal server timer?

I'm not 100% sure about this, but i'm fairly sure in 24 hours, there will be a cycle of day/night/day/night, so for every day in real life, two days pass in PU, making it easier to catch "special" pokemon or evolve pokemon at the right time no matter what time zone you're in.
