Not quite...

Ok, the list is long...
Admins can:
Create boards/topics/sub-topics and arrange them, apply permissions to them.
- For example, allow certain people have access to some boards, but not others (like gmods and admins can view a special board)

Edit, delete, move, split, merge posts and threads, which, sometimes are limited to moderators.

Change the password/username of a member whenever (s)he likes to.

Ban, IP ban members (IP ban is usually only to admins, mods sometimes cannot ban, depending on the admins)

Include, exclude features of the forum, like thanking, reputation, points, etc.

And many more :)
